공공임대주택과 민간임대주택 거주가구의 주거이동 의향 결정요인 비교 분석

초록
공공임대주택과 민간임대주택은 입주자 특성과 정책적 목표가 상이하므로, 이들 가구의 주거이동 의향을 비교함으로써 주거안정성을 효과적으로 높일 수 있는 정책방향을 모색할 수 있다. 본 연구는 주거실태조사 자료를 활용하여 주거이동 의향 결정요인을 분석하였다. 특히, 기존 선행연구에서 활용한 영향요인에 더하여 주거부담과 주거불안감 변수를 추가함으로써 거주비용과 거주안정성이 주거이동 의향에 미치는 영향을 비교․분석하였다. 분석결과, 공공임대주택 가구는 내집마련 필요성, 전반적인 주거환경 만족도, 가구주 연령, 주택유형이 영향을 미쳤고, 민간임대주택 가구는 내집마련 필요성 외에도 전반적인 주택 만족도와 전반적인 주거환경 만족도, 거주지역, 가구주 최종학력이 주요 요인으로 작용했다. 특히 민간임대주택은 거주지역이 주거이동 의향에 강한 영향을 주었으며, 주거비 부담과 임대료 상승 불안감도 주거이동 의향 결정요인으로 나타났다. 본 연구는 로지스틱 회귀모형의 설명력이 20% 이하로서 한계가 있지만 공공임대주택이 민간임대주택에 비해 주거이동 의향에 있어서 주거부담과 주거불안감, 거주지역, 주택의 물리적 환경에 영향을 덜 받는다는 점을 도출하여 공공임대주택 공급 효과를 새로운 측면에서 해석했다는 점에서 의미를 갖는다.
Abstract
Satisfaction with the residential environment and personal needs influences residential mobility, while factors such as life cycle, economic characteristics, and external environmental changes affect housing choices. Given the distinct occupant characteristics and policy goals of public and private rental housing, a comparative analysis of mobility intentions in these sectors can inform strategies to enhance residential stability. This study used data from the 2022 Ministry of Land, Infrastructure, and Transport Housing Status Survey to examine factors affecting residential mobility in both housing types. For households in public rental housing, mobility intentions were primarily driven by the need for homeownership and housing type. By contrast, for households in private rental housing, residential area (Seoul metropolitan vs. non-metropolitan), the household head's education level, and the need for homeownership were significant determinants. Among private rental households, the influence of location was particularly strong, with housing cost burdens and concerns over rising rents further amplifying the intention to move.
