정부의 자금 지원이 벤처기업의 성장에 미치는 영향: 성향점수매칭과 조절효과 분석을 중심으로

본 연구는 벤처기업을 대상으로 정부 자금 지원이 기업의 성장 미치는 영향을 분석하고, 벤처기업의 연구개발역량이 정부 자금 지원과 기업의 성장 사이에서 어떠한 조절작용을 하는지 파악하였다. 이를 위해 독립변수인 정부의 자금 지원 정책을 R&D 자금 지원과 정책자금 대출 지원으로 구분해 종속변수인 벤처기업 성장에 미치는 영향을 분석하였으며, 연구개발역량을 조절변수로 선정해 조절효과를 검증하였다. 연구 결과는 첫째, R&D 자금 지원은 벤처기업의 매출증가율 및 총자산증가율에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 또한 벤처기업의 연구개발역량은 정부의 R&D 자금 지원과 기업의 매출증가율 사이에서 유의한 정(+)의 조절효과가 있는 것으로 나타났다. 이러한 결과는 정부의 R&D 자금 지원 정책이 벤처기업 성장에 긍정적 효과가 있음을 보여주며, 연구개발역량이 정책 효과를 촉진하고 있음을 알려준다. 둘째, 정책자금 대출 지원은 벤처기업의 매출증가율에는 유의미한 효과가 없는 반면, 총자산증가율에는 유의한 정(+)의 영향을 미치는 것으로 나타났다. 이러한 결과는 정책자금을 활용한 자산 확충 또는 부채 증가 등 다양한 가능성이 있음을 시사한다. 한편 정책자금 대출 지원의 경우에는 벤처기업의 연구개발역량이 조절효과를 가지지 못한 것으로 나타났다. 본 연구는 다음과 같은 시사점을 준다. 첫째, 정부의 R&D 자금 지원은 벤처기업 성장에 대해 긍정적인 효과가 있으므로 성장동력이 약화되고 있는 한국 경제가 활력을 되찾기 위한 중요한 정책수단으로 기능할 수 있을 것이다. 또한 연구개발역량은 이러한 정책수단과 결합해 긍정적 시너지를 일으킬 수 있을 것이다. R&D 자금 지원 정책의 효과를 극대화하기 위해서는 첨단 및 국가 전략 산업 분야의 전문인력을 정책적으로 양성하고, 이러한 전문인력에 대한 대우 등을 획기적으로 개선하여 고급인력의 해외유출을 줄이고 국내에서 역량을 발휘할 수 있도록 정부가 지원할 필요가 있다. 둘째, 정책자금 대출 지원의 경우 벤처기업의 성장에 대해 제한적 효과만 있는 것으로 나타났으므로, R&D 지원 등 다른 정책과의 결합 등을 통해 정책의 실효성을 높이는 방향으로 제도 개선이 필요하다.
Abstract
This study analyzed the impact of government funding on corporate growth for venture companies and identified how R&D capabilities of venture companies play a moderating role between government funding and corporate growth. To this end, the government's funding policy, which is an independent variable, was divided into R&D funding and policy funding support, and the effect on the growth of venture companies, which is a dependent variable, was analyzed, and R&D capabilities were selected as a modulating variable to verify the moderating effect. As a result of the study, first, it was found that R&D funding had a significant positive (+) effect on the sales growth rate and total asset growth rate of venture companies. In addition, it was found that the R&D capability of venture companies had a significant positive (+) moderating effect between the government's R&D funding and the company's sales growth rate. These results show that the government's R&D funding policy has a positive effect on the growth of venture companies, and that R&D capabilities are promoting the policy effect. Second, it was found that policy loan support had no significant effect on the sales growth rate of venture companies, while it had a significant positive (+) effect on the total asset growth rate. These results suggest that there are various possibilities, such as asset expansion or debt increase using policy funds. On the other hand, in the case of policy loan support, it was found that the R&D capabilities of venture companies did not have a moderating effect. This study has the following implications. First, since the government's R&D funding has a positive effect on the growth of venture companies, it will be able to function as an important policy tool to revitalize the Korean economy, which is weakening its growth engine. In addition, R&D capabilities can be combined with these policy tools to create positive synergy. In order to maximize the effectiveness of the R&D funding policy, it is necessary to cultivate professionals in advanced and national strategic industries in a policy manner, and dramatically improve the treatment of these professionals so that the government can reduce the outflow of high-quality human resources and demonstrate its capabilities in Korea. Second, since policy fund loan support was found to have only a limited effect on the growth of venture companies, it is necessary to improve the system in the direction of increasing the effectiveness of the policy by combining it with other policies such as R&D support.
