A Study on Support Systems of Local Governments for Activating ESG Management in SMEs: An Exploratory Analysis Based on Systems Thinking Using Ser-M Theory

This study examines a case study of a local government support system for revitalizing ESG management for SMEs. It aims to break away from the traditional content analysis framework and analyze it using a systems dynamics approach. This approach is an interdisciplinary research method, emphasizing integrated and integrative research rather than the traditional fragmented analysis. This study aims to present a local government support system for revitalizing ESG management for SMEs by mapping the existing local government support system into a causal loop. Recently, SMEs are facing increasing demands from clients on various ESG management issues. However, SMEs with weak capital are expected to fail to adequately prepare for these issues and ultimately lose their competitiveness. This study demonstrates that by creating a virtuous cycle of SME support systems centered on local governments to promote ESG management, local SMEs can build their competitiveness. This study, rather than examining a fragmented perspective on local government SME support systems, categorizes factors into subjects, environments, and resources. It explains how a causal loop is formed and how local governments can build SME support systems for ESG management based on system dynamics. By demonstrating how a virtuous cycle of SME support for ESG management operates, this study is expected to be a valuable study in the field of system dynamics.
