본 연구는 중국 인공지능 스타트업인 DeepSeek의 급부상을 사례로 하여, 메커니즘 기반 관점에서 성공 요인과 경영 전략을 분석하였다. DeepSeek는 ‘저비용+고성능+완전 오픈소스’라는 차별적 경로를 통해, 미국 주도의 초거대 언어모델(LLM) 시장에서 단기간 내 글로벌 선두권에 진입하였다. 연구는 주체(S), 환경(E), 자원(R)이라는 투입 요소와 메커니즘(M) 간의 관계를 분석하는 SER-M 전략 모델에 기반하여, DeepSeek가 LLM 개발과 글로벌 확산 과정에서 자원혁신 메커니즘(ESR)을 구축하였음을 규명하였다. 또한 중국과 미국의 구조적 규모 우위(중국: 인재 풀·응용 시장, 미국: 연산 자원) 차이가 서로 다른 기술·산업 발전 경로를 형성하고 있음을 비교 분석하였다. 연구 결과, 첫째, ESR 메커니즘은 고비용·고경쟁이 특징인 AI 산업 구조 속에서 후발 주자의 돌파 전략으로 효과적임을 확인하였다. 둘째, 완전 오픈소스 전략은 AI 응용 확산과 산업 AI화를 촉진하여 경제 성장 및 기술 기반 불평등 완화에 기여할 수 있음을 제시하였다. 셋째, 미국의 연산 능력 수출 제한과 같은 외부 제약을 혁신 동력으로 전환하는 정책·경영 설계의 중요성을 강조하였다. 이러한 분석은 학문적으로 메커니즘 기반 전략론의 산업별 적용 가능성을 확장하고, 실무적으로는 국가 비교우위 기반의 차별화 전략, 개방형 혁신을 통한 시장 확산, 포용적 AI 생태계 조성 등의 방향성을 제공한다. 본 연구는 공개 자료 기반의 단일 사례 분석이라는 한계를 가지나, 향후 종단 연구 및 다국가 비교 분석을 통해 메커니즘 유형과 산업 구조의 상호작용에 대한 일반화 가능성을 높일 수 있을 것이다.
Abstract
This study examines the rapid rise of DeepSeek, a Chinese AI startup, using the SER-M strategic model, which analyzes the relationship between Subject (S), Environment (E), Resources (R), and Mechanism (M). DeepSeek achieved global leadership in the U.S.-dominated large language model (LLM) market through a “low cost + high performance + full open-source” approach, establishing a resource innovation mechanism (ESR) for LLM development and dissemination. Comparative analysis highlights how China’s talent pool and application market, versus the U.S.’s computational resources, have shaped divergent industrial trajectories. Findings show that ESR is an effective breakthrough strategy for latecomers in competitive AI markets, open-source accelerates AI diffusion and mitigates inequality, and external constraints can be transformed into innovation drivers. The study expands the applicability of mechanism-based strategy theory and offers practical implications for differentiation, open innovation, and inclusive AI ecosystems.
