경상북도 외국인투자유치 고도화 전략에 관한 연구: 투자 하이브 모델을 중심으로

This study aims to explore strategic measures to enhance the competitiveness of Foreign Direct Investment (FDI) attraction in Gyeongsangbuk-do, South Korea, amidst changes in the macroeconomic trade environment characterized by intensifying U.S.-China strategic competition and the bloc-alization of Global Value Chains (GVC). To achieve this, the study first theoretically examines the structural shift in global FDI flows, which are moving from the traditional pursuit of 'cost efficiency' to prioritizing 'supply chain stability' and 'economic security.' Subsequently, through an in-depth analysis of investment promotion governance cases in major Asian competitors—Singapore, Vietnam, Taiwan, and Malaysia—the study identifies key success factors: clear role division between central and local governments, the elimination of uncertainty through one-stop administrative services, and the creation of clusters linked to anchor firms. Based on these findings, this study proposes the 'G-Investment Hive' model, a new investment attraction framework reflecting the characteristics of Gyeongsangbuk-do's core industries such as secondary batteries, semiconductors, and future vehicle components. This model features an organic combination of three axes: 'Linkage' (utilizing Invest Korea's global network for sourcing), 'Hub' (administrative support via Gyeongsangbuk-do's integrated control tower), and 'Landing' (providing a complete supply chain ecosystem within the region). Specifically, the study presents key execution strategies, including precision targeting to fill 'missing links' in the supply chain and the introduction of a pre-emptive grievance resolution system secured by administrative fast-track authority. In conclusion, this study emphasizes that the paradigm of local government investment attraction must shift beyond merely providing incentives to becoming an active 'Ecosystem Builder' and 'Strategic Partner.' The proposed framework holds significance as it offers practical policy alternatives for Gyeongsangbuk-do to overcome the concentration of resources in the metropolitan area and leap forward as a key hub in the global supply chain.
