학생들의 시민참여 역량을 길러주려면 어떻게 해야하는가: 2022 개정 초등 사회 검정교과서에 나타난 학교 자치 단원 분석을 중심으로

The purpose of this study is to explore civic education strategies for enhancing students' civic engagement competencies. To this end, the study analyzed the characteristics of ‘school autonomy’ units in the 2022 Revised elementary social studies curriculum and eight types of authorized textbooks. The analysis revealed that all textbooks utilized students' everyday experiences to reflect the principles of ‘student agency’ and ‘pluralism’. On the other hand, significant variations were found in the level of ‘informed action’—the process of information seeking for decision-making—and most textbooks failed to adequately incorporate the ‘sharing of facts related to social values.’ Consequently, discussions on school autonomy tended to be confined to the internal perspectives of “our class” or “our school”. Based on these findings, this study proposes improvement measures to ensure that school autonomous activities function as effective civic education rather than mere grievance resolution. Specifically, it suggests linking school autonomy with broader social values, establishing in-depth deliberation processes, strengthening post-participation reflection, and providing systematic instructional scaffolds to support practical action.
