Taking the legislative process of the Sejong National Assembly Construction Act as an example, the aim of this study is to analyze the strategies and actions of policy leaders in the framework of Kingdon’s Multiple Streams Framework. We tried to empirically reveal the strategies and actions carried out by policy entrepreneurs in the process by analyzing the section in which the discussion on the construction of the Sejong National Assembly, which had suffered from stagnation and repeated failures for a long time, led to legislation. To this end, qualitative data such as the minutes of the National Assembly's meeting, the process of proposing and reviewing bills, media reports, and policy materials were collected and analyzed, and case analysis was conducted focusing on the stagnant section of the policy streams and the transition phase in which the policy window was opened. On the basis of this analysis, it was found that the key transition factor was not automatically combined with the streams of problems, policies, and politics in the legislative process of the Sejong National Assembly Building Act, but maintained and expanded the policy window by using complex strategies such as framing, agenda division and accumulation, leverage strategies using budgets, mobilization of indifference, and bipartisan policy coalition formation. This study expands the application of the multi-stream model to legislative process analysis by empirically demonstrating that policy leaders are not simply opportunity seizers, but rather strategic actors who coordinate three streams and promote policy changes by overcoming political thresholds. This study offers important implications for the strategic use of policy leaders in the legislative process for long-term, conflict-ridden agendas such as balanced development policies and the relocation of administrative capital
