청소년미래성장역량을 통합한 청소년기관 ESG-SDGs 경영프레임워크에 관한 탐색적 연구

초록
배경: 현재 ESG 경영은 영리조직을 넘어 공공행정과 비영리 부문까지 수용 필요성이 확대되고 있다. 또한 제4차 산업혁명과 AI 기반 디지털 전환은 청소년기관에도 데이터 기반 의사결정과 서비스 혁신 등 새로운 디지털 경영을 요구한다. 청소년미래역량은 이러한 시대적 전환 속에서 청소년이 미래사회를 주도하기 위한 필수 역량으로 더욱 강조되고 있다. 나아가 UN을 중심으로 세계사회가 공동으로 추진 중인 SDGs 실천 과정에서는 청소년 참여의 국제적 확대와 민․관 파트너십 기반의 이행 체계가 중요해지고 있다. 국내에서도 이러한 국제적 흐름을 반영하여 청소년 대상 환경교육을 의무화하는 등 정책적 대응이 나타나고 있다. 그러나 ESG, SDGs 및 청소년미래역량을 청소년정책의 방향 설정과 청소년기관 경영체계의 시스템 구축 관점에서 통합적으로 연계하려는 사례나 이론적 연구는 매우 부족하다. 이에 청소년기관의 목적과 시대적 요구를 동시에 반영하는 ESG-SDGs-청소년미래역량 기반의 통합 경영 프레임워크 구축이 요청된다. 목적: 청소년기관 맥락에서 ESG를 재정의하고, SDGs 및 청소년미래성장역량군을 구조적으로 연계․통합한 청소년기관형 ESG-SDGs 경영프레임워크의 개념구조와 구성요소를 탐색적으로 도출하는데 있다. 방법: 2015년 UN SDGs 채택 이후(2015-2025) 국내외 ESG․SDGs․청소년정책․청소년미래역량 관련 문헌을 선정․배제 기준에 따라 수집한 뒤, 검색-선정-배제-확정 절차를 거쳐 최종 문헌을 확정하였다. 이후 질적 내용분석에 기반해 개념 코딩(초기 27개 하위개념) → 범주화(12개 중범주) → ESG 재정의 및 SDGs․미래역량 매핑 → 통합 모델 도출의 단계로 분석하였다. 결과: 첫째, 청소년기관형 ESG는 E=보호․건강․발달․지역사회/지구환경, S=성장․권리․참여․포용 기반 운영, G=공공성․투명성․참여성 기반 책임운영체계로 재구성될 필요가 있음이 확인되었다. 둘째, SDG 3, 4.7, 5, 10, 11, 16, 17이 청소년기관 핵심 가치와 구조적으로 정합하며, 이를 ESG 각 영역과 매핑할 수 있었다. 셋째, 5대 청소년미래성장역량군이 ESG-SDGs 가치체계와 연결되어 사회(S) 영역의 핵심 기준으로 통합 배치되었고, 이를 토대로 ESG-SDGs-미래역량 3중 통합 경영프레임워크가 제시되었다. 시사점: 본 프레임워크는 청소년기관의 중장기 운영전략 수립, 전략과제-KPI 설계, 프로그램 목표․평가체계 구축을 ESG․SDGs․미래역량 언어로 일관되게 연결할 수 있는 근거 기반 기준틀을 제공한다. 공공기관 경영평가에서 요구되는 ESG 책임성을 청소년기관 고유 목적과 정합적으로 재구조화했다는 이론적․정책적 의미가 있다. 다만 실증적 타당화와 기관 유형 등을 반영한 후속 연구가 필요하다.
Abstract
Background: Corporate-centered ESG, increasingly adopted in the nonprofit sector, does not sufficiently capture the distinctive purposes and functions of youth organizations that prioritize adolescents’ growth, rights, and participation. Moreover, SDGs and youth future competencies have seldom been systematically aligned within youth-organization management, creating a need for an integrated framework tailored to contemporary policy and institutional contexts. Purpose: This study aims to redefine ESG for youth-organization settings and to exploratorily derive a youth-specific integrated ESG-SDGs management framework that structurally links SDGs with the five Youth Future Growth Competency domains. Methodology: An exploratory literature analysis was conducted on domestic and international studies and policy documents published after the UN SDGs adoption (2015-2025). Using qualitative content analysis, the study followed sequential steps of concept coding (27 initial sub-concepts), categorization (12 intermediate categories), ESG redefinition, SDGs-competency mapping, and construction of an integrated model. Findings: Youth-organization-specific ESG was reconstructed as E (protective, healthy, developmental, and sustainable growth environment), S (growth-, rights-, participation-, and inclusion-based operation), and G (public, transparent, and participatory accountability). SDGs 3, 4.7, 5, 10, 11, 16, and 17 were identified as structurally consistent with youth-organization values and mapable to ESG domains. The five Youth Future Growth Competency domains were aligned with the ESG-SDGs value system and integrated as core criteria within the Social (S) domain, leading to a triple-integrated ESG-SDGs-competency framework. Conclusions: The proposed framework provides an evidence-based reference model for coherently linking mid- to long-term strategies, strategic tasks–KPI design, and program evaluation in youth organizations through ESG, SDGs, and youth competency language. While it offers theoretical and policy relevance by recontextualizing ESG accountability to youth-organization purposes, further empirical validation across organizational types and contexts is required.
