한국 기업은 1997년 외환위기 이후 채용시장의 구조적 변화를 경험하면서 대규모 정기공채 중심의 ‘그물형채용’에서 수시 및 경력 중심의 다각적 채용방식으로 전환되었다. 이 과정에서 스펙 중심 선발, 내부노동시장의약화, 청년층의 직무 미스매치 등 여러 문제가 심화되었다. 이에 정부는 2015년 공공부문에 국가직무능력표준(NCS) 기반 직무중심 채용제도를 도입하고 이를 민간부문으로 확산시켰다. 본 연구는 이러한 제도적 변화 속에서 기업의 채용방식이 비경력직 신규 채용에 미치는 영향을 분석하고, NCS 제도가 그 관계를 어떻게 조절하는지를 검증하였다. 채용방식은 제도논리(institutional logics) 관점에 따라 공개채용(시장논리), 특별채용(위계논리), 추천채용(공동체논리)으로 유형화하였다. 분석은 한국노동연구원 사업체패널조사(2015~2021년) 자료를 활용하고 기업 간 불변특성을 통제하기 위해 패널 고정효과(fixed effect) 모형을 적용하였다. 이를 통해 기업 수준에서 채용방식의 차이가 비경력직 신규 채용률에 미치는 동태적 영향을 실증 검토하였다. 분석 결과, 공개채용과 특별채용은 모두 추천채용에 비해 비경력직 신규 채용률이 낮은 것으로 나타났다. 공개채용의 절차적 복잡성과 특별채용의 경력중심모집구조가 비경력 인력의 진입을 제약하는 것으로 해석된다. 반면, NCS 직무중심 채용제도는 공개채용 및 특별채용과의 상호작용에서 이러한 부정적 효과를 완화하는 조절효과를 보였다. 즉, NCS 제도는 직무 적합성을객관적으로 검증할 수 있는 제도적 장치로서 기존 채용방식의 한계를 보완하고 비경력 인재의 진입 기회를 확대하는 역할을 한다. 이러한 결과는 채용이 단순한 인력 충원이 아니라 각기 다른 제도논리 하에서 정당화된 조직적 선택임을 시사하며, NCS 제도가 시장・위계・공동체 논리 간의 균형적 인사관리 체계를 형성하는 제도적 메커니즘으로 작용할 수 있음을 보여준다. 이를 통해 본 연구는 제도논리 기반의 채용방식 연구를 확장하고 직무기반 인사관리 및 능력중심채용문화 정착에 관한 실무적 함의를 제시한다.
Abstract
Since the 1997 Asian financial crisis, the Korean labor market has undergone a structural transformation in recruitment practices, shifting from large-scale, periodic open recruitment often described as a “net-type” hiring system to more diversified forms such as ad-hoc and experience-based hiring. During this transition, several issues have intensified, including the prevalence of specification-oriented (spec-based) selection, the weakening of internal labor markets, and the growing problem of job mismatch among young job seekers. In response, the Korean government introduced the National Competency Standards (NCS)-based job-centered recruitment system in the public sector in 2015 and subsequently expanded it to the private sector. This study empirically examines how different recruitment methods affect firms’ hiring rates of inexperienced new employees and investigates the moderating role of the NCS-based recruitment practice in this relationship. Drawing on the institutional logics perspective, recruitment methods are categorized into three types: open recruitment (market logic), special recruitment (hierarchical logic), and referral recruitment (community logic). Using data from the Korean Workplace Panel Survey (2015–2021) conducted by the Korea Labor Institute, this study applies a panel fixed-effects model to control for firm-specific unobserved heterogeneity and to analyze the dynamic effects of recruitment methods on hiring outcomes at the firm level. The empirical results reveal that both open and special recruitment are associated with lower hiring rates of inexperienced new employees compared to referral recruitment. This suggests that the procedural complexity of open recruitment and the career-oriented nature of special recruitment limit opportunities for inexperienced applicants. However, while the NCS system itself does not show a significant main effect, its interaction with open and special recruitment significantly mitigates these negative effects. The findings indicate that the NCS system functions as an institutional mechanism that objectively verifies job competency, thereby complementing the structural limitations of traditional recruitment methods and expanding opportunities for inexperienced job seekers. Overall, the study demonstrates that recruitment is not merely a technical process of staffing but a legitimized organizational choice embedded in distinct institutional logics. The NCS recruitment practice, therefore, contributes to establishing a balanced HRM framework among market, hierarchy, and community logics, offering both theoretical extension and practical implications for job-based HRM and competency-based hiring cultures in Korean firms.
