자연·해양기반 치유관광산업의 법제화: 치유관광산업 육성에 관한 법률을 중심으로

본 연구는 2025년 제정된 「치유관광산업 육성에 관한 법률」을 중심으로 자연·해양 기반 치유관광의 제도화가 지니는 복지적 가치와 사회적 치유 효과를 탐색하는 데 목적이 있다. 급속한 도시화와 고령화로 인해 국민의 신체적·정신적 회복 요구가 증대되는 상황에서, 자연환경을 활용한 치유관광은 기존 의료·복지체계를 보완하는 새로운 정책 대안으로 주목받고 있다. 이에 본 연구는 국내외 선행연구, 관련 법령 및 정책보고서를 토대로 문헌연구와 비교법적 분석을 실시하여 치유관광산업의 제도적 구조와 사회복지적 함의를 고찰하였다. 연구 결과, 해당 법률은 국민의 건강 증진과 삶의 질 향상을 법적 목적으로 명시하고, 치유관광산업지구 지정, 우수시설 인증, 전문인력 양성 등 제도적 장치를 통해 지역복지와 산업복지를 연계하는 정책적 기반을 마련한 것으로 나타났다. 또한 자연·해양치유 자원을 활용한 관광활동은 개인의 정서적 안정과 자아통합감 증진, 사회적 유대 강화 등 심리사회적 복지 효과를 창출하며, 지역공동체의 치유역량을 제고하는 사회복지적 기능을 수행하는 것으로 분석되었다. 특히 고령사회에서 치유관광은 의료복지의 보완적 수단으로서 지역균형발전과 공동체 복지 확립에 기여할 가능성을 지닌다. 이러한 결과는 치유관광산업의 법제화가 산업 육성을 넘어 복지·보건·관광을 통합하는 사회적 치유 정책의 핵심 축으로 기능할 수 있음을 의미한다. 향후 연구에서는 법 시행 이후 지역별 성과 분석과 사회복지 지표화를 통한 실증적 검증이 요구된다.
Abstract
This study examines welfare values and social healing effects of institutionalizing nature-and marine-based healing tourism, focusing on Act on Promotion of Healing Tourism Industry enacted in 2025. Increasing demands for physical and psychological recovery caused by rapid urbanization and population aging have positioned healing tourism utilizing natural environments as an emerging alternative within welfare policy. To address this issue, a literature review and comparative legal analysis were conducted based on previous studies, legal documents, and policy reports from domestic and international contexts. Findings indicate that the Act explicitly defines improvement of public health and quality of life as its legal objectives and establishes institutional mechanisms such as designation of healing tourism zones, certification of excellent facilities, and training of professional personnel. These mechanisms provide a policy framework linking regional welfare and industrial welfare. In addition, tourism activities utilizing natural and marine healing resources were found to promote emotional stability, enhance ego integration, and strengthen social bonds, thereby generating psychosocial welfare outcomes. Such activities also contribute to strengthening community-level healing capacity, suggesting a meaningful social welfare function. In an aging society, healing tourism may serve as a complementary approach to medical welfare while supporting balanced regional development and community welfare. Overall, legal institutionalization of healing tourism enables systematic integration of welfare, health, and tourism, functioning as a core pillar of social healing policy beyond industrial promotion. Future research should focus on empirical evaluation using regional performance indicators and welfare-based outcome measures.
