동해.묵호항 컨테이너 물동량 인센티브 개선방안에 관한 연구

Purpose : This study aimed to identify areas for improvement in the current cargo volume incentive system to attract container cargo to Donghae and Mukho Ports, moving beyond their existing image as regional industrial ports focused on raw materials and bulk cargo. The goal is to develop them into pivotal economic contributors and drivers of regional industrial growth. Research design, data, methodology : To achieve this, data on the latest incentive programs offered by shipping companies, stevedoring companies, and freight forwarders at major domestic container ports—Busan, Incheon, Yeosu-Gwangyang, Pyeongtaek-Dangjin, Ulsan, Gunsan, and Pohang—were collected and comparatively analyzed. Results : It is recommended that Donghae and Mukho Ports prioritize the establishment of strategic objectives and the focused development of specialized strategic initiatives. Furthermore, the research necessitates: intensified efforts to attract new shipping routes and clientele; the formulation of incentive structures specifically targeting small-scale cargo volumes and tramp vessel operations; the design of schemes intended to promote participation among diverse port stakeholders; and the introduction of eco-friendly and future-oriented incentive programs, particularly those pertaining to hydrogen technology and the Arctic Sea Route. Conclusions : This analysis served as the basis for proposing improvements to Donghae and Mukho Ports' cargo volume incentives, considering their current container cargo handling status and operational conditions. The comparative analysis revealed that major domestic ports operate diverse incentive schemes to boost cargo volume and enhance port competitiveness.
