This study presents a comparative analysis of media coverage using text mining techniques, focusing on the enactment of the 2023 Special Act on Jeonse Fraud and its 2024 amendment. The objective is to identify shifts in media discourse surrounding the policy between the enactment and amendment periods. By collecting news articles and user comments from Naver, the study employs LDA-based topic modeling and keyword analysis to quantitatively compare how news reports were framed, along with public attention and reactions. The results indicate that during the enactment period, media coverage primarily concentrated on politicians’ statements and financial support measures, with public reactions similarly focused on political issues and monetary compensation. In contrast, during the amendment period, both media coverage and public interest significantly declined, with content narrowing to specific policy aspects, such as “public rental housing led by LH.” These findings highlight how media reporting styles evolve from an initial emphasis on a policy to its later amendment, demonstrating the influence of media trends on the formation and dissemination of policy discourse. The significance of this study lies in its application of a time series comparative analysis of media coverage of the Jeonse Fraud Special Act, providing an empirical foundation for examining reporting trends on urban housing policy issues within the realm of policy communication.
