북극항로를 둘러싼 ESG 담론과 문화적 지속 가능성
ESG Discourses and Cultural Sustainability Surround the Arctic Sea Route

본 연구는 기후변화로 상업적 이용가능성이 확대되고 있는 북극항로를 단순한 신(新) 물류 루트가 아닌ESG(Environmental, Social, Governance) 관점에서 분석하기 위해 시작되었다. 본 연구의 목적은 북극항로 관련 학술 담론을 ESG 프레임으로 체계적으로 분석하고, 특히 사회 영역에서 문화적 지속가능성이 갖는 의미를 북극항로 ESG 논의 속에서 통합적으로 규명하는 것이다. 따라서 본 논문은 북극항로와 지속가능성 및 ESG와 관련된 기존 연구를 대상으로 계량적 텍스트 분석을 시도하였다. 이를 위해 EBSCO 데이터베이스를 활용해 2016년 1월부터 2025년 10월까지 수록된 북극항로 관련 논문 1,929편 중 지속가능성 및ESG와 연관성이 높은 92편을 선별하고, 각 논문의 초록과 키워드를 대상으로 텍스트 정제, 빈도분석, TF-IDF 분석, LDA 토픽모델링을 수행하였다. 연구 결과 북극항로를 둘러싼 ESG 담론은 (1) 기후변화로 인한 해빙 감소와 극한 기상 변화가 초래하는 물리적 환경 변화 및 운항 시 위험 요소, (2) 북극항로를 둘러싼 국가 간 안보 경쟁과 지정학적 재편, (3) 해운 활동 확대에 따른 온실가스 및 블랙카본 배출과 기후·환경 리스크, (4) 북극 원주민 권리와 문화적 지속가능성을 위한 협력 거버넌스라는 네 가지 핵심 토픽으로 구조화되었다. 이는 환경, 사회, 거버넌스 영역의 주요 쟁점이 상호 분절되지 않고 긴밀히 얽혀 있음을 보여준다. 특히 기존 연구가 경제성, 안전성, 효율성, 기후 리스크, 지역개발, 법·제도, 안보·지정학 등을 개별적으로 다루어 온 것에 비해, 본 연구는 ESG 프레임을 적용해 북극항로 관련 담론을 통합적으로 분석하고, 사회 영역 내에서도 원주민 공동체의 문화적 정체성과 전통적 생태 지식의 지속가능성이라는 문화적 지속가능성에 대해서도 조명했다는 점에서 학문적 의의가 있다. 연구 결과를 바탕으로 향후 북극항로 전략이 단순한 물류 효율성 제고를 넘어, 탈탄소화와 환경 리스크 관리, 지역사회 및 원주민과의 상생, 그리고 국가, 지역, 지방, 원주민 거버넌스 기관 등 다양한 행위자 네트워크를 포괄하는 다중심 협력 거버넌스 구축이 향후 지속가능한 북극항로 전략 수립의 주요 과제임을 시사한다.
Abstract
This study aims to reconceptualize the Arctic Sea Route, whose commercial viability has expanded due to climate change, not merely as new logistical alternatives but as complex spaces in which Environmental, Social, and Governance (ESG) issues intersect. In particular, the study seeks to analyze the Arctic Sea Route from an ESG perspective, integrating and elucidating the concept of cultural sustainability within the social dimension of Arctic shipping discourse. To this end, 1,929 academic articles related to the Arctic Sea Route published between January 2016 and October 2025 were collected from the EBSCO database. Among them, 92 articles with explicit relevance to sustainability and ESG were selected for analysis. Text preprocessing, frequency analysis, TF-IDF analysis, and Latent Dirichlet Allocation (LDA) topic modeling were applied to the abstracts and keywords of the selected articles. The results reveal that ESG-related discourse on the Arctic Sea Route is structured around four core topics: (1) physical environmental changes driven by climate change and associated navigational risks; (2) security challenges and geopolitical implications; (3) greenhouse gas emissions and climate & environmental risks; and (4) collaborative governance focuses on indigenous rights and cultural sustainability. These findings suggest that environmental, social, and governance issues are not treated as isolated domains, but are deeply interconnected within the Arctic shipping discourse. Compared to previous studies that have addressed economic feasibility, safety, efficiency, climate risks, regional development, legal frameworks, and geopolitics in a fragmented manner, this study advances the literature by systematically integrating these strands through an ESG framework and by explicitly conceptualizing cultural sustainability -encompassing Indigenous cultural identity and the sustainability of traditional ecological knowledge-as a core analytical dimension of the social pillar. The findings further suggest that future Arctic shipping strategies must move beyond logistics-oriented efficiency and instead pursue decarbonization and environmental risk management, coexistence with local and Indigenous communities, and polycentric cooperative governance involving states, regions, local governments, Indigenous institutions, and other stakeholders to ensure the sustainable governance of the Arctic Sea Route.
