한국 건설산업 하도급 구조의 변화와 동학: 2013-2023년 공공데이터 기반 실증 분석

본 연구는 2013년부터 2023년까지 11년간의 KOSIS 공공 데이터를 활용하여, 국내 건설 관련 산업의 하도급 구조를 결정하는 요인과 그 동태적 변화를 실증적으로 분석했다. 분석 대상은 전문건설업, 설비건설업, 전기공사업으로, K-means 군집 분석과 계층적 선형 회귀 모델, 비선형 회귀 모델을 적용하여 공사 규모, 시간, 지역이 하도급 비율에 미치는 복합적 영향을 규명하였다. 분석 결과, 모든 산업에서 공사 규모가 커질수록 하도급 비율은 증가하지만, 초대형 프로젝트 구간에서는 그 증가세가 둔화되는 ‘한계효과 체감’ 현상이 명확히 관찰되었다. 지난 10년간 하도급 의존도는 완만하게 감소하는 추세를 보였으나, 산업별․지역별로는 뚜렷한 이질성이 발견되었다. 특히, 하도급 고비율 지역은 산업별로 다른 동학을 보였는데, 전문건설업은 ‘대규모 프로젝트 의존 심화’의 특성을, 설비건설업은 다른 요인의 영향이 사라지고 오직 규모만이 하도급을 결정하는 ‘규모 지배적 시장’의 특성을 보였다. 이러한 발견은 획일적인 하도급 정책의 한계를 명확히 보여주며, 향후 데이터에 기반한 지역별․산업별 맞춤형 하도급 정책 설계가 필수적임을 시사한다.
Abstract
This study empirically analyzed the determinants and dynamic changes in the subcontracting structure in the South Korean construction industry. Eleven years of public data (2013-2023) from KOSIS for three key sectors were used: specialized, facility, and electrical construction. The research applied K-means clustering, hierarchical linear models (HLM), and non-linear regression to investigate the complex effects of project size, time, and regional characteristics. The results revealed that while the subcontracting ratio increased with project size, it exhibited clear diminishing returns at mega-project scales. Although a gradual downward trend in subcontracting dependency was observed over the last decade, significant heterogeneity existed across industries and regions. In particular, high-subcontracting regions showed distinct dynamics across industry. Specialized construction showed a “deepening dependency on large-scale projects,” whereas facility construction formed a “scale-dominant” market in which the project size is the sole determinant that overrides temporal and regional effects. These findings highlight the limitations of a one-size-fits-all subcontracting policy and emphasize the need for evidence-based, tailored policies that address specific regional and industrial characteristics.
