다산과 도산 사상의 인권적 사회복지: 국가 책임과 시민역량 강화의 통합 모형

This study aims to compare and integratively reinterpret the human rights ideology inherent in the thoughts of late Joseon practical scholar Dasan Jeong Yak-yong and modern enlightenment thinker Dosan An Chang-ho, from the perspectives of the human rights-based approach (HRBA) and empowerment theory in social welfare. To complement Western theory–centered social welfare discourse and establish a Korean philosophical foundation, a qualitative content analysis was conducted using an integrated framework of four dimensions: accountability, universality, and participation (core HRBA principles), and empowerment (emphasizing individual agency). A thorough cross-examination of Dasan’s major works (such as Mokminsimseo and Gyeongse Yupyo) and Dosan’s speeches and the Hungsadan charter yielded an integrated model. This model embodies the archetype of state responsibility in Dasan’s thought and the core value of strengthening citizen capabilities in Dosan’s thought. The state-responsibility-based citizen empowerment model offers theoretical contributions by providing an indigenous foundation for Korean social welfare theory. It also provides concrete guidelines for blending institutional stability with citizen agency in the design and implementation of contemporary welfare policies (such as community-integrated care, youth policy governance, and the social economy). This integrated model of citizen empowerment grounded in state responsibility provides an independent theoretical foundation for Korean social welfare theory. Based on these findings, the study proposes avenues for future research, including case studies, comparative analyses, and empirical research.
