지방자치법 개정에 따른 지방자치단체 간 협력 방향과 과제: 부·울·경 광역행정 체계 구축을 위한 노력을 중심으로

Despite the homogeneity at the system level of being a centralized unitary state, the UK and republic of Korea show a big difference in the results of efforts for cooperation between local governments. The most important thing is to create an atmosphere of autonomous cooperation between local governments to bring about institutionalization at the level of regional associations. It is necessary to establish a comprehensive plan for self-government and decentralization through the formation of a wide-area coalition of local autonomy based on the lessons learned from the case of establishing an ‘allied organization’ shown by local governments in the UK. In this study, the comprehensive plan for decentralization of self-government proposed should supplement the cooperation system between local governments in a new way, the agreement between local autonomy and governments. Local governments seem to need drastic changes to establish a model of new cooperation among local governments at the regional level.
