러시아 인지전의 이중구조에 관한 연구 : 외부 ‘공격적 기만’과 내부 ‘방어적 통제’ 기제를 중심으로

본 연구는 러시아의 인지전을 외부 적에 대한 공격적 기만과 내부 정권 안정을 위한 방어적 통제가 동시에 작동하는 이중구조적 전쟁 수행 양상으로 재정의한다. 분석에 앞서, 본 연구는 칸트적 합리적 행위자 모델과 외부 지향성에 기초한 서방의 인지전 교리를, 소비에트 유물론적 인식론에 기반한 러시아의 철학적 토대와 대조한다. 이러한 비교는 러시아가 블라디미르 레페브르의 재귀통제 이론을 활용하여 인간의 인식을 조작 가능한 대상으로 간주하며, 이에 따라 외부 기만과 내부 통제가 모두 필요함을 강조한다. 본 연구는 러시아-우크라이나 전쟁 및 대서방 공작 사례를 중심으로 한 정성적 사례 연구 방법을 적용하여 이 전략의 인과 메커니즘을 분석한다. 이를 위해 정보 왜곡 및 통제, 내러티브 활용, 의사결정 방해라는 세 가지 전략 변수를 조작화하여, 러시아가 표적 집단의 인지 알고리즘을 어떻게 조작하는지 규명한다. 분석 결과, 러시아의 인지전은 영역에 따라 상반된 기제로 작동함이 드러났다. 외부적으로는 대규모 허위정보를 통해 인지적 과부하를 유발하여 진실 파악 비용을 높이고, 정당성의 회색지대를 형성하여 서방 내 윤리적 딜레마를 촉발함으로써 단합된 대응을 저해한다. 또한 손실 회피 심리를 자극하여 자기 억제를 유도함으로써, 정책 결정을 지연시키거나 왜곡시킨다. 반면 내부적으로는 편향된 정보 독점을 통해 정보 진공을 조성하고 인지적 친숙성을 강화한다. ‘포위된 요새’ 내러티브는 국민의 인지 필터를 애국심과 생존의 코드로 재설정하여, 이들을 운명 공동체로 묶고 체제 순응적 정체성인 ‘호모 푸티니쿠스’를 형성하는 데 활용된다. 궁극적으로 이러한 환경은 학습된 무기력을 각인시켜 저항의 인지적 가능성을 제거함으로써 조용한 순응을 강제한다. 본 연구는 러시아 인지전이 외부의 혼란 조성과 내부의 심리적 결속이 국가 생존을 위해 상호 보완적으로 작동하는 불가분의 통합적 기제임을 결론짓는다. 향후 연구는 타 권위주의 체제와의 비교 연구를 통해 이 모델을 일반화해야 할 것이다.
Abstract
This study defines Russia’s Cognitive Warfare (CW) as a Dual-structured Warfare strategy that functions simultaneously as a mechanism of Offensive Deception against external adversaries and Defensive Control for internal regime stability. Prior to the analysis, the study contrasts Western CW doctrines—rooted in the Kantian Rational Actor Model and external orientation—with Russia’s philosophical foundation based on Soviet materialist epistemology. This comparison highlights how Russia utilizes Vladimir Lefebvre’s Reflexive Control (RC) theory to treat human perception as a manipulable object, necessitating both external deception and internal regulation. Utilizing a qualitative case study approach centered on the Russia–Ukraine War and anti-Western operations, this research analyzes the causal mechanisms of this strategy. The study operationalizes three strategic variables—Information Distortion & Control, Narrative Utilization, and Decision-Making Disruption—to examine how Russia manipulates the cognitive algorithms of target audiences. The findings demonstrate that Russia’s CW operates through contrasting mechanisms across domains. Externally, Russia induces cognitive overload via massive disinformation to increase truth-finding costs, while creating a grey zone of legitimacy that triggers ethical dilemmas in the West to hinder unified responses. Furthermore, by stimulating loss aversion, the strategy instigates self-deterrence, thereby delaying or distorting policy decisions. Conversely, internally, the regime creates an information vacuum and fosters cognitive familiarity by monopolizing biased information. Narratives of the “Besieged Fortress” are employed to reset cognitive filters towards codes of patriotism and survival, binding the population into a common destiny and forming the compliant identity of “Homo Putinicus”. Ultimately, this environment instills learned helplessness, enforcing passive conformity by eliminating the cognitive possibility of resistance. The study concludes that Russia’s CW is an inseparable integrated mechanism where external chaos generation and internal psychological consolidation are mutually reinforcing essentials for state survival. Future research should generalize this model through comparative studies of other authoritarian regimes.
