환경기술 스타트업 지원정책의 우선순위 분석: AHP 기법을 활용한 이해관계자 인식 비교

As climate change intensifies and carbon neutrality becomes a central global agenda, this study identifies policy priorities for fostering environmental technology startups as key actors in this transition. Considering their structural constraints, including capital intensive characteristics, long commercialization periods, and regulatory complexity, this study examines the relative importance of policy instruments and stakeholder perceptions. Based on a literature review and expert consultations, an Analytic Hierarchy Process framework with six policy domains and twenty policy instruments was developed using survey data from startup founders, policy and support institution officials, and industry actors. The results indicate that financial support and funding mechanisms are the most urgent policy domain overall, while government subsidies, market entry opportunities, and technology investment facilitation rank as the highest priorities. Differences in policy prioritization across stakeholder groups were also observed. These findings suggest that environmental technology startup policies should adopt a stage-based and integrated policy package linking direct support, market validation, and private investment.
