국내 반도체 정책 연구의 지식구조 분석: 2004~2025년 KCI 논문에 대한 토픽 모델링 기반 접근
Mapping the Knowledge Structure of Semiconductor Policy Research in Korea: A Topic Modeling Approach to KCI Articles (2004–2025)

본 연구는 2004년부터 2025년까지 KCI 등재 반도체 정책 관련 논문 324편을 대상으로 토픽 모델링 기법을 활용하 여 국내 연구의 지식구조를 체계적으로 분석하였다. 분석 결과, 국내 반도체 정책 연구는 다섯 가지 핵심 담론으로 구분 되었다. ▲기술혁신 생태계 구축과 인재양성, ▲미·중 기술패권 경쟁 속 국가 전략과 제도 대응, ▲동북아 역내 무역구 조 및 경쟁력 분석, ▲글로벌 선도 기업의 전략과 비즈니스 모델, ▲경제안보와 지정학적 리스크 및 외교 전략이다. 특 히 반도체 정책 담론이 전통적인 산업·기술 중심에서 안보·외교 영역으로 확장되는 ‘안보화’ 경향이 뚜렷하게 나타났 다. 또한 국가 전략과 기업 전략 간의 이중 구조와, 여전히 강하게 작동하는 추격형 프레임이 연구의 중요한 특징으로 분석되었다. 본 연구는 반도체 정책 담론의 복합성과 연계성을 정량적으로 조망함으로써, 학제 간 연구 및 정책 기획에 유용한 실증적 통찰을 제공한다. 아울러 기술 우위를 확보하기 위한 중범위 수준의 분석과 초격차 전략을 위한 정책 전 환의 시사점을 제시한다.
Abstract
This study applies topic modeling to analyze the knowledge structure of semiconductor policy research in Korea, focusing on 324 articles published in the KCI between 2004 and 2025. The analysis identifies five major research streams. (1) Debates on building a technological innovation ecosystem and talent development for sustainable growth, (2) National strategies and institutional responses amid U.S.-China technological hegemony, (3) Empirical studies on trade structures and competitiveness in Northeast Asia, (4) Analyses of strategies and business models of leading global firms, (5) Discourses on economic security, geopolitical risk, and diplomatic strategies. The findings reveal a trend of “securitization” in semiconductor policy, where economic and security concerns converge. The study also highlights the duality between macro-level state and micro-level corporate strategies, along with the dominance of a “catch-up” framework in innovation discourse. By mapping Korea’s evolving semiconductor policy research, it offers insights for interdisciplinary research and policy, stressing the need for meso-level analysis and forward-looking strategies to secure technological superiority.
