Gilbert & Terrell 정책분석모형을 활용한 여성폭력 관련 조례 분석 연구

This study analyzed how local government-level policies to prevent violence against women and protect and support victims are being implemented within the legal framework, given the persistent and widespread prevalence of violence against women in everyday life. To this end, we analyzed 155 local government ordinances related to violence against women enacted or revised nationwide as of January 11, 2026, applying Gilbert & Terrell's policy analysis model. The results revealed a relatively high level of formal and institutional foundation for policy implementation, including the establishment of implementation plans for preventing violence against women, the formation of committees, the establishment of cooperative systems among relevant agencies, and the explicit designation of budgetary responsibilities. In contrast, the implementation rate of items directly related to the actual implementation of policies, such as surveys on the state of violence against women, prevention of secondary victimization, and support for professional staff, was low. In particular, provisions related to support for professional staff were found only in a very small number of ordinances. Furthermore, the lack of specific budgetary measures in all ordinances suggests limitations in ensuring the stable implementation of policies to prevent violence against women. Based on these analysis results, this study explored improvement measures, including “establishing a legal and institutional foundation for protecting and strengthening the capacity of professionals supporting victims of violence against women,” “actively incorporating prevention of secondary victimization into ordinances,” and “ensuring policy stability by specifying specific funding methods.” Furthermore, based on these findings, a standard draft ordinance on violence against women was proposed.
