국문초록 유럽의 주요 국가들은 우리나라보다 앞선 19세기부터 공공주택 보급정책을 통해 도시주택 부족문제 해결을 위한 다양한 정책들이 추진되었다. 도시인구 급증을 겪은 유럽의 주요 국가들의 공공주택 보급 정책들은 사회적 경제적 여건에 따라 차이는 있었으나 오랜 기간 운영해 오면서 도시의 주택수요에 대응했고 다양한 사회주택보급 프로그램을 통해 주거 취약계층의 주거불평등을 해소하는 성과를 나타냈다. 주택 정책 추진을 위한 법 제정과 사회주택 프로그램을 통한 주거지원은 도시민의 경제적 격차에 의해 주거지의 물리적 공간 분리를 억제 했고 사회통합을 증진하기도 했다. 유럽 주요 국가들의 사회주택 정책들은 경제적 상황과 사회적, 문화적 요인에 따라서 성공적인 결과도 있었으나 정책 추진 과정에서 문제점과 후속 정책의 미비로 인한 문제도 나타났다. 이와 같은 배경에서 영국과 프랑스를 중심으로 사회주택 보급정책들을 고찰하고 성과와 시사점을 통해 사회주택이 추구하는 본질적인 목표로서 보편적 주거복지에 의한 주거안정과 이를 통해 사회통합을 추구하는 사회주택 정책과 보급 프로그램에 대한 지향 점을 모색한다.
Abstract
Abstract Since the 19th century, major European countries have implemented various public housing policies to address urban housing shortages. While these policies varied depending on social and economic conditions, they have been implemented over a long period of time in major European countries experiencing rapid urban population growth. Through various social housing programs, they have successfully addressed housing demand in urban areas and reduced housing inequality among vulnerable groups. The enactment of laws to implement these policies and the provision of housing support through social housing programs have curbed the physical spatial segregation of residential spaces caused by economic disparities among urban residents and promoted social mix. Against this backdrop, this study examines social housing policies in the UK and France. Through the outcomes and implications, this study explores the direction of social housing policies, focusing on the fundamental goal of social housing: housing stability through universal housing welfare and, through this, social mix.
