This study analyzed the impact of the degree of industrialization and the share of highly skilled human capital in the past on future urban employment outcomes in South Korea's labor market (urban areas). In the analysis, In the estimation, instrumental variables were used to alleviate endogeneity, and the estimation results were presented by time point to identify the impact of each variable in the short and long term. The analysis results revealed that, contrary to the findings of major advanced economies, in korea, cities with a higher degree of industrialization in the past experienced, on average, higher employment growth rates in subsequent periods. The proportion of college graduates in a region was significantly proportional to subsequent employment growth in that city, a finding consistent with analyses of major advanced economies. Furthermore, both the degree of past industrialization and the proportion of college graduates had statistically significant positive effects on employment growth rates. While the effect of the initial degree of industrialization gradually weakened, the effect of the proportion of college graduates in the early stages of development strengthened. This suggests that when designing and implementing regional development policies, measures to attract highly skilled human capital into the region should be considered alongside the creation of quality jobs.
