문화 관리 정책 변화가 문화산업에 미치는 영향에 대한 연구

본 연구는 2000년대 이후 중국에서 추진된 문화관리 정책의 변화가 문화산업의 경제적·사회적 성과에 어떠한 영향을 미쳤는지를 규명하는 것을 목적으로 수행되었다. 중국은 문화산업을 국가 전략산업으로 공식화한 이후, 디지털 문화정책 확대, 문화콘텐츠 산업 육성, 창의경제 기반 조성 등 다양한 정책을 지속적으로 전개해 왔다. 그러나 이러한 정책 변화가 실제로 산업의 생산성 및 고용 구조에 미치는 효과를 장기적 시계열에서 체계적으로 분석한 연구는 상대적으로 부족한 실정이다. 이에 본 연구는 2004년부터 2024년까지의 전국 31개 성·직할시 패널데이터를 활용하여, 문화관리 정책강도 지수(Policy Intensity Index, PII)가 문화산업 부가가치 증가율과 고용 증가율에 미치는 영향을 패널 회귀모형을 통해 실증적으로 검증하였다. 분석 결과, 첫째, 문화관리 정책강도의 강화는 문화산업 부가가치 증가율과 고용 증가율 모두에 유의한 정(+)의 효과를 보이는 것으로 나타났다. 이는 문화산업 정책이 산업의 생산성과 노동시장 확대에 실질적으로 기여하고 있음을 의미한다. 둘째, 동부 지역에서 정책효과가 상대적으로 더 강하게 나타나 정책의 파급력은 지역의 경제기반, 디지털 인프라, 산업 생태계의 성숙도에 따라 상이하게 발현되는 것으로 확인되었다. 이러한 결과는 문화정책의 효과가 일괄적으로 적용되기보다, 지역별 구조적 여건과 상호작용하는 차등적 성격을 지닌다는 점을 시사한다.
Abstract
This study aims to examine how changes in China’s cultural governance policies since the 2000s have influenced the economic and social performance of the cultural industry. Following the designation of the cultural industry as a national strategic sector, China has continuously implemented diverse policy initiatives, including the expansion of digital culture policies, the promotion of cultural content industries, and the development of a creative economy ecosystem. However, empirical research that systematically analyzes the long-term effects of these policy shifts on industrial productivity and employment structure has remained limited. To address this gap, this study employs panel data from 31 provinces and municipalities in China from 2004 to 2024 and empirically tests the impact of the Policy Intensity Index (PII) on the growth rate of cultural industry value added and employment through panel regression models. The results reveal that, first, stronger cultural governance policies exert significant positive effects on both the growth of value added and employment in the cultural industry. This indicates that cultural policy has contributed meaningfully to enhancing industrial productivity and expanding the labor market. Second, the policy effects are stronger in eastern regions, suggesting that the magnitude of policy influence varies depending on structural regional conditions such as economic capacity, digital infrastructure, and the maturity of the cultural ecosystem. These findings imply that cultural policy outcomes are not uniformly distributed but instead manifest differentially in interaction with region-specific conditions.
