한국 이스포츠 종목선정 제도 분석과 정책적 함의
Institutional Analysis of Korea’s Esports Title Selection System and Its Policy Implications

2012년 제정된「이스포츠 진흥에 관한 법률」은 이스포츠 산업부터 교육까지 다양한 진흥 정책의 근거가 되고 있다. 본 연구는 2015년 한국e스포츠협회가 이스포츠 종목선정 기관으로 지정된 이후 관장하고 있는 종목선정 제도의 변화와 특성을 분석해, 이스포츠 종목 육성의 의미를 살펴보았다. 2015년부터 2025년 동안의 이스포츠 종목선정 심의규정·시행세칙, 산업지원센터 지원 체계, 그리고 10년 동안의 종목 선정 결과를 분석한 결과, 종목선정 제도는 정량 중심 심사에서 정성평가 확대, 전략 종목 도입, 종목사 발표 의무화 등을 거치며 제도적 정교화를 이뤄냈다. 그러나 실제 선정 과정에서는 시장성, 리그 운영 수준, 시청 지표 등 산업적 요소의 영향력이 높게 작용하였음에도, ‘종목 다양성 촉진’이라는 목적에는 여전히 한계가 있음을 확인하였다. 또한, 산업지원센터의 지원 구조는 전문종목에 자원이 집중되는 반면, 일반·시범종목은 지원 사각지대에 있다는 점을 알 수 있었다. 향후 이스포츠 종목선정 제도는 선수 양성·훈련, 및 스포츠 교육의 관점에서 종목을 육성하는 정책이 필요하며, 종목의 다양성이 보장되는 제도적 개선이 필요하다.
Abstract
The act on promotion of e-sports(electronic sports), enacted in 2012, has served as the legal foundation for a wide range of esports promotion policies encompassing industry development and education. Against this backdrop, this study examines the evolution and characteristics of the esports title selection system administered by the Korea eSports Association since its designation as the official esports title selection body in 2015, with the aim of exploring the policy implications of esports title development. To this end, the study systematically analyzes the esports title selection review regulations and implementation guidelines, the support framework of the Esports Industry Support Center, as well as annual public announcements and policy documents issued between 2015 and 2025. The analysis reveals that the title selection system has undergone institutional refinement through a transition from quantitatively driven evaluations to an expanded use of qualitative assessments, the introduction of strategic titles, and the formalization of obligations for title publishers. However, despite the stated policy objective of promoting title diversity, the actual selection process continues to be heavily influenced by industrial factors such as market potential, league operation capacity, and viewership metrics, which constrains the realization of that objective. In addition, the support structure of the Esports Industry Support Center has resulted in a concentration of resources on professional titles, while general and pilot titles remain largely excluded from substantive support. These findings suggest that future reforms of the esports title selection system should incorporate a policy perspective centered on athlete development, training, and sports education, alongside institutional improvements that ensure greater title diversity and balance in esports title development.
