E-비자 소지 외국인 근로자 제도를 통한 FDI의 생산성 파급효과

본 논문은 해외직접투자(FDI)가 국내 기업의 총요소생산성(TFP)에 미치는 영향을 실증적으로 분석하며, 특히 국내 기업이 E-비자 소지 고숙련 외국인 근로자를 고용할 때 이러한 FDI 파급효과에 어떤 영향을 미치는지 분석한다. 한국의 비자 제도와 노동시장 구조상 고숙련 외국인은 다국적기업에서 경력을 쌓은 뒤 국내 기업으로 이직하는 경향이 있음에 주목하여, 이들을 기업 간 인적자본 이동의 대리변수로 설정하였다. 2015-2021년 통계청 기업활동조사 자료에 한국노동연구원의 사업체패널 E-비자 산업·지역 데이터를 결합하고, 동일 산업·지역 클러스터 내 국내 기업이 채용한 E-비자 소지 고숙련 외국인 근로자의 비중을 활용해 FDI 지식 파급효과를 식별하였다. 분석 결과, FDI 유입 수준이 높을 때 다국적기업 출신 E-비자 소지 고숙련 외국인을 상대적으로 많이 고용한 산업 및 지역에서 국내 기업의 TFP 증가가 유의하게 나타났다. 이러한 효과는 자본집약도가 높거나 무형자산 비중이 큰 기업에서 더 강하게 나타났다. 본 연구는 TFP를 암묵적 지식(tacit knowledge) 이전을 포착하는 지표로 사용하여 FDI의 영향이 고숙련 외국인 이동을 통해 다국적기업에서 국내 기업으로 파급되는 지식 이전을 실증적으로 확인했으며, 특정 산업을 넘어 전 제조업으로 분석 범위를 확장하는 데 기여했다.
Abstract
This study examines how foreign direct investment (FDI) affects domestic firms’ total factor productivity (TFP) through the inter-firm mobility of high-skilled foreign workers (E-visa holders) moving from multinational enterprises (MNEs) to domestic firms. Given Korea’s visa system and unique labor market characteristics, where high-skilled foreigners commonly accumulate experience in MNEs then transfer to domestic firms, we consider this E-visa holders’ mobility as a proxy for inter-firm knowledge spillover. We merge firm-level data from the Survey of Business Activities for 2015–2021 with industry- and region-level E-visa records from the Workplace Panel Survey in Korea. The results show that domestic firms employing more E-visa holders with MNE experience exhibit higher TFP in industries and regions with greater FDI presence. The effect is stronger for capital-intensive firms and those rich in intangible assets. Our findings provide direct evidence of tacit knowledge spillover from MNEs to domestic firms using TFP, and extend the analysis to the broader manufacturing sector.
