본 연구는 국내 공기업의 ESG 경영활동이 실제로 어떠한 영역과 규준에 집중되어 실행되고 있는지를 실증적으로 분석하여, 공기업 ESG 경영의 구조적 특성과 편중 양상을 진단하는데 목적이 있다. 이를 위해 2021년 공공기관 경영평가편람 기준 공기업Ⅰ 유형에 해당하는 국내 10대 공기업을 대상으로, 2018년부터 2020년까지 외부에 공시된 ESG 경영활동 자료를 분석하였다. 분석 결과, 공기업의 ESG 경영활동은 사회(S) 영역에 집중되는 경향을 보였으며, 환경(E)과 지배구조(G) 영역은 상대적으로 낮은 비중을 나타냈다. 또한 환경 영역에서는 기후변화 위험 관리, 성과관리, 환경회계 등 핵심 규준의 이행 수준이 저조한 것으로 확인되었다. 이러한 결과는 공기업의 ESG 경영이 통합적 관점보다는 특정 영역과 규준에 편중되어 운영되고 있음을 시사한다. 본 연구는 공기업 ESG 경영활동의 실행 구조를 실증적으로 규명함으로써, 향후 공기업 ESG 경영의 균형성과 실효성 제고를 위한 시사점을 제공한다.
Abstract
This study aims to diagnose the structural characteristics and concentration patterns of ESG management in public enterprises by empirically analyzing which areas and standards their ESG activities focus on. Using ESG activity data disclosed from 2018 to 2020 for the top 10 domestic public enterprises classified as Type I under the 2021 Public Institution Management Evaluation Manual, the analysis shows that ESG activities are concentrated in the social (S) area, while the environmental (E) and governance (G) areas account for relatively lower proportions. In particular, in the environmental area, the implementation level of key standards such as climate change risk management, performance management, and environmental accounting was found to be low. These findings suggest that ESG management in public enterprises tends to be operated with a focus on specific areas and standards rather than from an integrated perspective. By empirically identifying the execution structure of ESG management activities, this study provides implications for enhancing the balance and effectiveness of ESG management in public enterprises.
