탈석탄 정책이 발전용 석탄 및 LNG 소비에 미친 영향 분석: 통제집단합성법을 이용한 실증연구

초록
탈석탄 정책은 탄소중립 목표 달성을 위해 발전 부문의 화석연료 감축을 추진하는 핵심 수단이다. 한국 정부는 2020년 '2050 탄소중립' 선언을 기점으로 석탄 발전 감축을 추진하였으나, 석탄 감축이 화석연료 소비 전반의 감소로 이어졌는지, 또는 LNG로의 대체에 그쳤는지에 대한 실증적 평가는 제한적이다. 본 연구는 처치시점을 2020년으로 설정하고, 2001~2023년 연간 자료를 활용하여 통제집단합성법(Synthetic Control Method, SCM)으로 탈석탄 정책이 발전용 석탄과 LNG 소비에 미친 인과 효과를 분석하였다. 분석 결과, 발전용 석탄 소비는 정책 이후 합성통제단위의 대조적 경로 대비 뚜렷하게 감소하여 구조적 감축 효과가 확인되었다. 반면 발전용 LNG 소비는 장기적 구조 전환 없이 유지 또는 일부 증가하여 단기적인 대체 효과에 그친 것으로 나타났다. 탈석탄 정책이 석탄 감축이라는 일차적 목표는 달성했으나 화석연료 소비 총량의 실질적 감소로 즉각 연결되지는 않았음을 시사하며, 향후 에너지 정책에서 전력 공급구조의 근본적 전환 필요성을 강조한다.
Abstract
Phasing out coal is a primary strategy for decarbonizing the power sector. Following its 2050 Carbon Neutrality pledge in 2020, the South Korean government accelerated efforts to reduce coal-fired generation. However, it remains unclear whether this policy led to a net reduction in fossil fuel consumption or merely induced a substitution toward liquefied natural gas (LNG). Using the Synthetic Control Method (SCM) with annual data from 2001 to 2023, this paper estimates the causal impact of the 2020 policy intervention on coal and LNG consumption in the electricity sector. We find that coal consumption significantly declined relative to its counterfactual trajectory, confirming a structural abatement effect. In contrast, LNG consumption exhibited no long-term structural decline, showing persistence or slight increases consistent with short-term fuel substitution. These findings suggest that while the policy successfully curtailed coal usage, it has not yet translated into a substantial reduction in aggregate fossil fuel demand, underscoring the need for a more fundamental restructuring of the power supply mix.
