표준·인증 정책문서의 ESG 의미적 정렬 진단: K-ESG 기준 텍스트 기반 임베딩 유사도 계량 분석

표준·인증 정책은 산업 전반의 기술 규칙과 거래 기준을 정립해 시장 신뢰를 뒷받침하는 핵심 제도 인프라이다. ESG가 공공부문 운영과 정책 설계의 준거로 확산됨에 따라 정책문서 전반의 ESG 반영 수준을 비교 가능한 지표로 진단할 필요가 커졌지만, 이를 뒷받침하는 계량적 진단은 여전히 제한적이다. 본 연구는 K-ESG 가이드라인(v2.0) 진단항목 텍스트를 기준 코퍼스로 설정하고, e-나라표준인증 ‘국내정책동향’에 수록된 표준·인증 정책문서 774건과의 의미적 유사도를 임베딩 기반으로 측정하여 문서별 ESG 의미적 정렬 점수를 산출하였다. 정책문서와 진단항목을 동일 문장 임베딩 모델로 벡터화한 후 코사인 유사도를 계산하고, 유사도 상위 5개 진단항목의 평균값을 환경(E), 사회(S), 거버넌스(G) 정렬 점수로 정의했으며, 세 영역의 평균을 종합 점수로 도출하였다. 산출 점수는 연도·분야·부처 단위로 재집계하여 추세와 이질성을 비교하였다. 분석 결과, 전반적으로 환경(E) 정렬이 가장 높고 사회(S), 거버넌스(G) 순으로 낮았으며, 연도별 변화는 대체로 완만하되 일부 영역에서 점진적 강화가 관찰되었다. 또한 정렬 수준은 분야·부처별로 상이하게 나타나, 취약 영역을 식별하고 정책 포트폴리오의 균형과 부처 간 정합성을 점검하는 모니터링 지표로의 활용 가능성을 시사한다.
Abstract
Standards and certification policy is a core institutional infrastructure that establishes technical rules and market trust across industries. As ESG has become a key reference for public-sector policy design, quantitative tools are needed to assess how well policy documents reflect ESG. This study evaluates the ESG semantic alignment of 774 standards- and certification-related policy documents from the National Standards and Certification Integrated Information System, using the K-ESG Guidelines (v2.0) as a reference. We vectorize documents and diagnostic items with a sentence-embedding model and define alignment scores for Environment (E), Social (S), and Governance (G) based on the mean cosine similarity of the top five items. Results show that alignment is highest for E, followed by S and G. Year-to-year changes are generally modest, though gradual strengthening appears in some areas, with notable heterogeneity across sectors and ministries. These findings suggest that the proposed scores can serve as a monitoring indicator for identifying vulnerable policy domains and evaluating inter-ministerial coherence.
