This study aims to operationalize the statutory duties of the Laboratory Safety and Environment Officer stipulated in the Laboratory Safety and Environment Act by specifying them into practice-oriented detailed tasks and establishing a statistically validated job framework. To achieve this purpose, a review of relevant literature and legal provisions was conducted to analyze the legally defined duties of laboratory safety and environment officers, followed by in-depth interviews with field experts to derive an initial list of 54 detailed tasks. Subsequently, a nationwide survey was administered to laboratory safety and environment officers working in universities, research institutes, and corporate research laboratories. The collected data were analyzed using exploratory factor analysis, confirmatory factor analysis, and reliability analysis. The results indicated that the duties of laboratory safety and environment officers could be validly structured into six duty domains comprising 33 detailed tasks, and the six domains corresponded one-to-one with the statutory duties prescribed in the Act. Furthermore, the confirmatory factor analysis demonstrated that the proposed model satisfied the recommended goodness-of-fit indices, and both convergent and discriminant validity were adequately secured, while reliability analysis confirmed a high level of internal consistency. These findings suggest that the role of the laboratory safety and environment officer encompasses complex and professional safety management functions beyond administrative support, and that the validated job framework presented in this study can serve as a foundational reference for workforce management, competency-based training program development, and institutional improvement of laboratory safety management systems.
