지역문화 발전을 위한 국립대학교의 사회적 책임과 공공적 역할

This study examines population decline and regional extinction as intertwined challenges driven by youth outmigration and demographic aging. It emphasizes that improving settlement conditions—particularly by providing high-quality educational opportunities for local high school students—and strengthening civic education can create an environment in which residents are not compelled to leave. To address these issues, the study proposes an integrated strategy linking industry, education, and quality of life through industry–academia–research networks. This approach aims to foster collaborative response models among regional universities and promote sustainable local development. In this context, regional national universities are positioned as key actors whose social responsibility extends beyond service to the integrated practice of education, research, and community engagement. Furthermore, universities are redefined as regional infrastructure and cultural hubs, enhancing cultural capital and residential satisfaction by opening their resources to local communities. The study also highlights storytelling-based content policies and the digital transformation of cultural heritage, enabling its linkage with tourism and expansion into globally competitive K-content industries. In conclusion, university-centered collaboration combined with culture-based policy innovation constitutes a key strategy for mitigating regional decline and generating socio-economic benefits, including investment attraction, job creation, urban regeneration, and improved quality of life.
